A work of speculative fiction. The Department of Strategic Continuity is not a real government agency, and this is not a government website. About this project

Research Programs

The Department's research is organized into six programs. Each is led by one division and draws on the staff and facilities of others.

Principal long-term initiative · NCRP

Neural Continuity Research Program

A staged, multi-decade research program investigating whether human cognition could eventually be represented, reconstructed and sustained on computational systems, beginning with acquisition standards, small-organism emulation benchmarks, a research ethics framework and the Neural Data Preservation Framework.

Programs

ISMP

Integrated Systems Modeling Program

Develops, validates and operates the Integrated Civilizational Systems Model (ICSM), the Department’s coupled model of 11 global systems, and produces the ensemble projections published in the Civilizational Systems Outlook series.

FSEP

Frontier System Evaluation Program

Evaluates the capabilities, failure modes and infrastructure dependencies of frontier computational systems, with a focus on where advanced AI has become embedded in the control of energy, communications, finance and logistics.

CII

Continuity Infrastructure Initiative

Designs, builds and operates the Department’s three Continuity Research Facilities, and conducts engineering research on computational and archival infrastructure intended to remain serviceable over decades.

LDIPP

Long-Duration Information Preservation Program

Researches and operates methods for keeping digital and analog records intact, readable and interpretable for a century or more, including storage that survives long periods without power or active maintenance.

LTFP

Long-Term Forecasting Program

Develops methods for reasoning and deciding under deep uncertainty over multi-decade horizons, evaluates the Department’s own forecasts, and supports continuity planning across the Department.

The Integrated Systems Modeling and Long-Term Forecasting programs together produce the Department's annual systems outlook. The 2026 edition is presented in the Civilizational Risk Assessment section.
