Public Accountability
Commitment
The Department’s work deals with possibilities that are serious, uncertain and easily misread. Public trust in that work depends on the public being able to see how conclusions were reached, who reviewed them, and what happens when they turn out to be wrong. This page sets out the mechanisms the Department uses to make that possible.
Annual reporting
The founding charter requires the Department to report each year on its activities. Each annual report covers progress against research priorities, the status of each facility and program, the activities of its advisory and review bodies, publications and corrections issued, and a summary of the workforce. The first report, covering the Department’s first year of operation, will be published on this site in early 2027. Budgets are reported through the federal budget process and are not restated in dollar figures on this site.
Publication of methods
Major results are published together with the methods that produced them. The Integrated Civilizational Systems Model is documented in DSC-TR-2026-003. Each Outlook states its ensemble design, scenario configurations, uncertainty intervals and limitations. Frameworks are released in draft before they are finalized. Where data or code cannot be released for reasons of security, privacy or third-party rights, the publication says what was withheld and why.
Independent review
Before publication, Technical Reports and Frameworks are reviewed by experts outside the Department. Each major version of the ICSM is reviewed by the Model Review Panel, and published reports include any dissenting opinions from the panel. The External Scientific Advisory Board reviews the research portfolio each quarter, and the Department publishes written responses to its principal recommendations. Every protocol of the Neural Continuity Research Program requires approval by the Research Ethics Review Board. These arrangements are described in detail under Institutional Governance.
Office of the Inspector General
The Office of the Inspector General independently audits, inspects and investigates the Department’s programs and operations, including facility construction, contracting, information security and research integrity processes. The OIG sets its own priorities and publishes its reports. The Department publishes its responses to OIG recommendations along with the status of corrective actions.
Public comment
Frameworks and other documents that propose standards are released as Drafts for Comment before they are finalized. Comment periods normally run for at least 60 days. Every substantive comment is considered, and the Department publishes a disposition of comments with the final document, summarizing what was received and how it was addressed.
Open comment period
The Neural Data Preservation Framework, Version 0.9 (DSC-TR-2026-011) is open for public comment until 15 December 2026. Comments may be submitted through the contact page.
Records management
The Department manages its records under applicable federal records requirements and under retention schedules covering scientific, administrative and facility records. Records designated for permanent retention, including ICSM release packages, production run records and final publications, are preserved at more than one Continuity Research Facility. The Department answers public requests for records under the applicable federal procedures.
Corrections and errata
Published documents are not silently changed. When an error is identified, the Department acts according to its significance:
| Type of error | Examples | Action |
|---|---|---|
| Editorial | Typographical errors, broken links, formatting | Corrected in place; noted in the document’s revision history |
| Minor substantive | An incorrect figure that does not affect conclusions | Erratum notice attached to the document; corrected version issued with incremented version number |
| Material | An error that changes a finding, estimate or recommendation | Prominent correction notice; revised document reissued under the same identifier with an explanation; prior version remains available |
| Withdrawal | A document whose conclusions cannot be supported | Document marked as withdrawn with reasons; text remains accessible for the record |
From FY2027, all corrections of minor or greater significance will be listed in a corrections log in the publications library and summarized in the annual report.
How to raise a concern
Members of the public, researchers and Department personnel may raise concerns through the contact page. The page routes each type of concern to the office responsible:
- Errors in a publication. Sent to the authoring division and the Office of the Chief Scientist.
- Research integrity or research ethics. Sent to the Office of Ethics and Research Integrity. Concerns about NCRP protocols are also referred to the Research Ethics Review Board.
- Waste, fraud, abuse or misconduct by officials. May be reported directly to the Office of the Inspector General, which accepts confidential reports.
Department personnel who raise concerns in good faith are protected from retaliation under the Department’s research integrity policy and applicable federal protections. The Department does not provide public-safety guidance through this or any other channel.
